Card Nav Mode does not allow global navigation

When using card nav mode, there is no top level global navigation like bar nav mode. Consider keeping a global bar nav top right when the user is in sub pages? In the image below, I can navigate to the home page and the cards, but I loose navigation to the main navigation. Maybe that's ok, but it doesn't match consistency with the bar nav mode.
