gettext_i18n_rails should have an option to regenerate a catalog or ignore timestamps #120

As git does not preserve timestamps of files, if one reverts a catalog via git checkout, rake gettext:find will be a no-op.

please make a PR to always generate po files, you can use the code from https://github.com/grosser/gettext_i18n_rails_example Rakefile
