Drop support for API Levels 21-22

Since July, Google Play Services has been requiring 23+ in their docs. We follow Google Play Services as it is relatively conservative and our users should be using it to provide up-to-date security. I don't see a blog post or notification, but this follows their schedule for the past few years so isn't surprising.
