Epic: Remove Dev Projects and replace with Prod

Overview

Currently, there are too many random projects on the Dev version of VRMS, which need to be removed and replaced with a copy of the existing projects on the PROD version of VRMS.
*Note that this is a low priority issue at the moment

Work on these action items should be done in the feature branch:
feature.copy_prod_data

Action Items

• Create a script to delete the current projects and associated events from the Dev instance on MongoDB #1638
• Create a script to copy the projects and events from the Dev instance on PROD that would clear the management field.
• Create a script that will reinstate the saved projects from Prod to Dev.

@trillium I'm wondering if we want to add a note in the above epic & associated issues to HOLD on merging PRs potentially in a specific order, so that we avoid running into an issue where the scripts are run / merged out of order (e.g., PROD projects are added to Dev first, and then all projects are deleted on Dev).
