Add GHA for monthly recurring issues

Overview

The leadership team has a couple things they have to do monthly. Rather than having 'evergreen' issues that never get completed. We'd like to create a GHA to create issues every month for these recurring needs.

Translate this issue: #1065

Action Items

• create a GHA that will create a new issue monthly using the issue above Update Team Rosters #1065
  • don't have it automatically assign to anyone, but apply all the same labels

Resources/Notes

• website repo - unsure if they have a similar GHA, but they have a lot, so I would check.
• we will eventually be splitting this up to create individual issues per team, rather than sharing one, so keep that in mind while coding, maybe an opportunity for dynamic variables for assignees
