Raspberry Pi AI Kit (Hailo 8L) with Bookworm (Python 3.11) and HailoRT Python package

Hello Hailo.

I tried playing the Hailo-8L with Raspberry Pi 5 (Raspberry Pi AI Kit) and Raspi Camera v3 a lot in this week.

I understood about HailoRT lack of support Python 3.11.

• HailoRT python package support Python 3.8/3.9/3.10 now.
  (But Raspi Bookworm use Python 3.11.)
  I used pyenv & venv environment, and install the HailoRT *.whl, but it didn't work picamera2 (OpenCV GUI, QT5)

If you can, please support the Python 3.11 and picamera2 with HailoRT Python package.

@devemin To be more specific, the RPi OS Bookworm uses Python version 3.11.2
