Any participant can propose project

Currently accepted participants can only propose project. Certain hackathon ask idea of the participant or team, depending on the idea event manager wants to approve the participant. Allow any participant to propose the project, if the participant isn't approved make the project private.

If participant states his project idea in apply-form and asking him/her to create a project once again is redundant.
