Isn't this already supported? The current provider version 5.31.0 seems to be using v.1.49.5 lambda restapi which supports python3.12 runtime.

You could have a look here.

The runtime enumeration value python3.12 has been available since AWS SDK for Go v1.47.11, merged via #34406 and included in Terraform AWS Provider v5.26.0. I'll ensure that this gets called out in the next (v5.32.0) version's release notes.
