Amazon Bedrock Agents Simplified Schema and Return of Control

Simplified Schema simplifies building action schemas and don’t require Open API standards, reducing overhead and allowing you to build Agents more quickly.
Lastly, we are launching Return of Control capability, which allows developers to define an action schema and get the control back whenever the agent invokes the action.

I believe simplified schema is the same as function schema, which is being addressed by PR #37484 which is pending merge. That leaves return of control to be implemented with this issue.

I was working on a separate branch to add return of control support but realized that I am not doing myself a favor. I've decided to just add the commit to PR #37484 so both features can go in with changes to the same set of files.
