[Enhancement]: Apache Flink version 1.19 in Amazon Kinesis Data Analytics

Description

Recently, Managed Service for Flink added support for Flink 1.19.1. In release v1.54.11, the kinesisanalyticsv2 API was updated and accepts FLINK-1_19 as parameter.
