Expected Behavior

We should be able to apply changes to the resource despite automatic user cleanup.

Actual Behavior

The resource can no longer be managed by terraform

Steps to Reproduce

the problem is with the permissioned arns (a list of user arns). If a user is deleted, AWS will automatically remove the user from opensearch's access policy outside of terraform's state management. Once this occurs the resource is in an unrecoverable state where there's a mismatch between terraform's state and the AWS state, resulting in "Provider produced inconsistent result after apply" errors

Important Factoids

We tried to fix this by

terraform state rm <resource>
terraform import <resource> objects-data/data
terraform apply -target <resource>

However this had no impact.
