Unable to update cache_key_policy for backend service

Behavior

I wanted to update cache_key_policy for backend service not to include protocol, host and query string when caching.
terraform apply did announce expected changes:

      ~ cdn_policy {
            signed_url_cache_max_age_sec = 3600

          + cache_key_policy {
              + include_host         = false
              + include_protocol     = false
              + include_query_string = false
            }
        }

and after confirmation, reported:
Apply complete! Resources: 0 added, 1 changed, 0 destroyed.

But nothing has changed. Cache key still includes the entire query string and terraform plan/apply still announces above changes.
