providers/aws: #8051 :: bumped aws_rds_cluster timeout to 40 minutes #8052

This PR addresses this issue reported in #8051 ; the timeout for aws_rds_cluster create actions has been increased to 40 minutes from 15 minutes.

I have no objections against raising the timeout, just to clarify - did you experience timeout with 0.7.0 (i.e. after #7604 ) or is this from an older version of Terraform?

i experienced it with 0.7.0. prior to 0.7.0, i believe support for restoring clusters from a snapshot wasn't even there (i introduced the support in #7158)

The timeout was increased to 40 minutes when creating a new cluster in hashicorp#8052. However when creating a cluster from a snapshot the timeout is still 15 minutes. I've increased this to 40 minutes.
