Bug: google_container_cluster panics if not all configs are set

If you use only a single child of google_container_cluster's addons_config terraform panics:

addons_config {
    http_load_balancing {
      disabled = true
    }
}

This is working fine:

addons_config {
    http_load_balancing {
      disabled = true
    }
    horizontal_pod_autoscaling {
      disabled = true
    }
}

Expected Behavior

• Create a cluster with http_load_balancing setting accordingly
• Other addons' default values are used
