I'm not sure if you've tried creating topics on their own, but i'm currently waiting on this bug: Azure/azure-rest-api-specs#546 to be fixed before the go-sdk will work properly.

Hey @andyroyle, I reported this error as a bug against the Go SDK and a workaround was implemented to fix it #Azure/azure-sdk-for-go/402.

Would be nice to see it fixed at the API level though!
