I am referring to https://downloads.haskell.org/debian/pool/main/g/ and it only has GHC 9.0 so far.

@infinity0 : Better looks for alternatives. It looks like this is not going to happen. Nowadays, folks resort to ghcup to setup Haskell.

This is off-topic here. GHC distribution questions should be raised upstream as the GHC team coordinates these matters.
I'd appreciate it if this issue could be closed to make the actual open issues easier to navigate.
https://downloads.haskell.org/debian/ was maintained by Herbert, and its and hvr-ppa issues were handled here.
But as Andreas says, probably not going to happen. (Nor I think GHC HQ would maintain .deb infra - they might, but I doubt).
