Rotation is not working in PyPDF2 v1.26.0 (py-pdf/pypdf/issues/337). Fixed in PyPDF4 v1.27.0.

I looked into PyPDF4, and I am not convinced that it's necessarily a better option than PyPDF2. Also I could not reproduce the bug in stapler, at the moment.

PyPDF2 is now maintained again :-) please share a minimal code+pdf example so I can at least add a test for this bug :-)
