The convention in IF maps historically has been "where-ever it fits." Assuming that a user has added their compass rooms already before adding an up room, one behavior might be:
if user creates up-room:
if no room in north, place up-room north;
else if no room in ne, place up-room ne;
else if no room in nw, place up-room nw;
else place up-room north with offset; // overlaps north room with offset, user can then drag
You can use shift-arrow to create a room in a direction. But there's no shortcut to create a room up or down from the current room.
