Epic: Release automation MVP

This epic acts as a springboard/PoC for the holochain/holochain#4355.
The idea here is to create a consistent and reusable release automation process that can be tested and reviewed in the context of Wind Tunnel before being shared across all of the repositories in the organisation.

The lofty end goal is to have something that has buy-in from the developers and makes their life easier where releases can be fully automated with a particular release cadence or maybe requires a single button input from a developer.

To get there we need to:

• use existing tools where possible so we don't have to create and maintain our own tooling.
• enforce standards and processes that are agreed upon by the team.
• have reusable CI workflows that are easy to follow but can be shared between multiple repos.
