Redesign updating of Overlays inside DynamicMaps in plotting code

Currently the way Overlays returned by DynamicMaps are handled in plotting is a bit of hack, assigning the closest matching plot to each Element in the Overlay and patching the new Element into the existing plot. This issue is a reminder to think about a better way of dealing with this problem.
