db:migrate_plugins error #25

I use

cd /opt/redmine/vendor/plugins
git clone http://github.com/hron/redmine_subtasks.git
cd /opt/redmine/
rake db:migrate_plugins RAILS_ENV=production

And I get some error

rake aborted!
undefined method `permission' for nil:NilClass

That this could be?

P.S.
Redmine version - 0.9.6
