Access Error in Gallery Widget

What steps will reproduce the problem?

Click the Settings option in the Gallery Widget menu.

What is the expected result?

See some settings, I guess???

You are not permitted to access this section.

This same broken link also appears in the following places:

/user/account/edit-modules
/u/example/gallery/list

And note, the same link seems to work in Spaces without any trouble.
