Notifications no longer able to make sticky

Description

I have enabled make notifications sticky, after updating to one ui 6 android 14, even with the setting enabled, the notifications can be swiped away.
To be clear this is what I'm talking about: Make notifications sticky
Prevents notifications from being swiped
away.

I have enabled that setting above and the notification can still be dismissed with a swipe.

System information

• Phone: s22+
• Phone Operating System: android 14 oneui6
• App version: most uptodate
