improve handling of ash upload CRS

although the message in the UI does inform the use that the uploaded layer must be in 4326, users still attempt to upload data that doesn't comply and the upload fails with no explanation

So, either:

• return a useful error message and ask the user to fix the CRS and try again OR
• handle multiple CRSs
