Summary

I think that by default clients should be created such governance can recover a client that has expired or misbehaved.

Problem Definition

Proposal

In cosmos.rs:build_client_state() pass true for allow_update_after_expiry and allow_update_after_misbehaviour

For Admin Use

  • Not duplicate issue
  • Appropriate labels applied
  • Appropriate milestone (priority) applied
  • Appropriate contributors tagged
  • Contributor assigned/self-assigned
