When a peer connects/disconnects, a PeerConnected or PeerDisconnected message should be sent to any listening client.
When trying to open a 3 nodes head, we noticed that the peers reported on the different TUIs were not consistent: The first node to start has all peers, the second one as a single peer, the last one lists none.
