Hello!
Can you tell me in which folder you executed the "nvm install v11.0.0" command?
You can have a look here, this will help you : coreybutler/nvm-windows#168
Let me know if you get stuck anywhere.

i have created a new user in the system and then installed all the dependencies and nvm and it worked for me
