I think that it not possible.
You can would try putting the pdf.js toolbar in your pdf-annotate project (maybe editing the JS of the configuration) but I don't know as do the opposite.

I want toolbar of pdf.js and the sidebar for the content. Is it possible to use the sidebar of pdf.js in pdfannotate.js ?
