Subject: [PATCH] fftools/ffmpeg: support variable resolution encode

Flush encoders when resolution change happens.

Use AV_CODEC_CAP_PARAM_CHANGE flag for encoder to indicate whether
it supports variable/dynamic resolution encoding.
