First run setup can stall on downloading device config or engine file #113

Got a report from discord that the first run step for downloading config/engine stalled. Sure enough, logs show a stall when accessing the device config website. Not sure why this happens, local runs work fine, but we should probably detect stalls.

Starting to get more reports of this, now seeing it as either the engine installer or the device config. The system is not reporting these errors to the logs.
