bug: v6, reorder group requesting scrollEl before content fully rendered

Current Behavior

Dragging a reorder-group item to the top or bottom of the viewport doesn't scroll the page, limiting where you can drag the item to.

Expected Behavior

When you drag an item to the top of bottom of the viewport, the page should scroll accordingly.

Steps to Reproduce

Drag a reorder-group item to the bottom of the viewport.
