Update template and example to CF standard name table v78

CF has released a new standard name table (v78): cf-convention/vocabularies#10

This update includes an alias for biological_taxon_lsid which we have been using in our template. Previous to this CF release, the templates were failing compliance checkers because of the inconsistency with the standard name.

Now we need to update the standard_name_vocabulary global attribute to reflect the new vocabulary:
