Improve consistency of feedback mechanism across site

Feedback pages are too varied across this set of web pages. In one place the feedback is on the menu bar and others, it is absent.
I went into the catalog map and selected Secoora and got to a point of frustration (exactly the moment I wanted to comment and could not do so without backing out of that page in the browser.) CeNCOOS Website has a much better feedback mechanism b/c each page allows feedback by the user that automatically references where the user is.
