I am running into the same issue on my Macbook Pro (Arm64)

> ./fs-repo-migrations
> Could not get available repo migrations: http.DefaultClient.Do error: Get "https://ipfs.io/ipns/dist.ipfs.io/fs-repo-10-to-11/versions": dial tcp 209.94.90.1:443: i/o timeout

I tried version v2.0.2 of the migration from this download page.

Heads up, check that ipfs.io is resolving correctly. My ISP's DNS blocked it for some reason.
