Requirement - what kind of business use case are you trying to solve?

a service may deploy to different environment or region。 e.g test or product environment, Los Angeles or new York。 I think it would be nice to be able to get different Sampling Strategy between test or product environment。

Problem - what in Jaeger blocks you from solving the requirement?

I don't there's anything blocking this, it's a feature request

Proposal - what do you suggest to solve the problem or improve the existing situation?

Ability to get different Sampling Strategy or samplingRate with different tags (e.g region=Los Angeles or new York, environment= test or product)
