Config listeners and remaking the config

If a config listener fires, the updated configuration is given to the listener. Is it assumed that all of the listeners present on the original config are also present on the new config? Are we keeping track of the "most recent" config instance so that listeners don't fire for every config? Neither of these questions are answered in the specification.
