This plugin seems to insist on installing its hooks into ~git/.gitolite/hooks/common . This was correct for gitolite 2.x, but in 3.x there is a separate "local scripts" directory which you define in ~git/.gitolite.rc . See http://gitolite.com/gitolite/non-core.html#localcode

When installed into the wrong place, redmine's gitolite scripts overrule anything you have (correctly) set up in ~git/local/hooks/common .

I think it is possible to store the hook in the gitolite-admin.git repository [1]. So you only need to manipulate gitolite.conf to run the hook.
