Changelog is lagging; no updates since 8.2.2

This page is lagging, which makes it hard to find what has changed since the last version: https://tenacity.readthedocs.io/en/latest/changelog.html

Since 8.2.2 was the last version mentioned in the Changelog, I figured something changed since then and the next minor version:

8.2.2...8.3.0

Alas, I don't see it. Likely because I'm not too familiar with Github's workflow.

Even worse, we are at major version 9.x now, and the changelog is still stuck at 8.2
