New maintainer?

This is a fantastic core library, which is broadly useful for me. However, there are a few long-standing issues that have not been resolved in the core code (NPM publishing, unbind messing with call order, and others), because @jeromeetienne is too busy to be able to do this. Is there a process in place for changing maintainers? Is there a different library that is basically the same that has a creator that is more available for maintenance?
