Not Working with a firewall

i have a vps i opened port 19132 and 19133 and i used this command ./phantom-windows -bind_port 19133 -server {server ip}:19132 in phantom and it says that the server is offline and it doesn't use my binded port it uses port 54033
it says

random ip is the thing it is pinging it is not the ip of the device im running phantom from
