Release multi-arch stedolan/jq image

I can see that there are some discussions about Dockerfile modification for stedolan/jq image - #2004

I'd like to ask to extend this work and build multi-arch image with support for at least s390x, ppc64le and arm64 architectures.

Travis which is used as CI tool for this repo has build-in native hardware for all mentioned architectures and current Travis workflow can be extended to build corresponding images and create manifest to release multi-arch image.
