Integrate building translation files #3102

We have a place to put translations in notebook/i18n, and code to load them, but currently they have to be built manually using several tools. We should integrate this alongside the other build processes, like compiling CSS and concatenating Javascript.

Closing as fixed in Notebook 7, which uses the same localization process as in JupyterLab: https://github.com/jupyterlab/language-packs/
