We are creating a separate issue and PR related to the documentation of the development of non-git-based jupyter notebook downloading plugins.
Proposed change
I am adding documentation to nbgitpuller laying out what one needs to do to enable nbgitpuller to use non-git-based archives of jupyter notebooks and files.
Who would use this feature?
Developers who want to create a downloader plugin to handle the downloading of non-git-based compressed archives from the web into a jupyterhub. As well as users and developers who are wanting to understand how the downloading of compressed archives into Jupyterhub's is working.
