Why the player support is limited to 4.0?

Is there any blocking thing in chrome v 47 i.e in tizen v 3.0, stopping jw player to support on older platforms than v4.0?

Basic MSE media source extension and array buffer is supported in chrome v 47, isn't enough to support basic features in those older tizen version like v3.0
