Update to netbox-docker development environment

Update development environment to include:

• Leverage netbox-docker in order to setup test data
• Leverage as much of default netbox-docker workflow as you can
• Update Makefiles (including a process to test with feature branch of netbox or any tag
• Update Docs

goebelmeier/netbox-cisco-support#11 can show my initial work.

We need to tweak workflows & Makefile commands for building a particular netbox version or feature release

I actually iterated with https://github.com/ryanmerolle/netbox-access-lists/tree/dev_workflow it uses vscode and docker. Any feedback would be appreciated.
