Won't build vagrant base image for Fedora 25 #19

Hi.

I tried ti build for Fedora 25, but the following command failed:
packer build -only=virtualbox-iso fedora-25-x86_64.json

I got a "Pane is dead" error.

Dunno what's wrong.
