Add the ability to set maximum file size on LocalFile uploads. #489

Would be good if there was an option to set max file size for LocalFile field types. This would prevent a user from filling up the drive too quickly.

This is coming, closing this issue in favor of #526 which has a lot of momentum. Check that issue for other updates and progress.
