feat: Section-/Tab-based Bulk Tasks, section header context menu, three-dots classic control button menu, and utility toolbar tools menu options

On each section, when classic controls are enabled, provide a three-dots icon in the classic controls column header. Likewise, provide a section-header-based context menu. This menu, wherever summoned, presents some section-wide options:

"Delete All" - GM only, and after a confirmation dialog, deletes all items within a section
"Bulk Task" - Opens a Bulk Task UI which allows for selecting specific items, having the current selection's items preselected. The UI would have a series of bulk-task-related buttons like "Delete", "Sell", etc. All options include a confirmation dialog.
??? - ??? What other things would be useful?

Provide a Tools (Magic Wand) button menu in the utility toolbar that provides this same functionality, but for the entire tab's contents. For Delete All, it clears all items. For Bulk Task, it preselects all items when opening the Bulk Task menu.
