TSL/ATS is not created for children processes without an own title anymore

Problem

The TSL/ATS for volumes of multivolume works without title is not created anymore. This has been fixed once:

• Generation of “TSL/ATS” for volumes of multivolume works without title #3408

This has two effects:

1. The field TSL/ATS is empty
2. The process title consists only of the PPN as for example: _1449010784

Solution

The TSL/ATS for volumes of multivolume works without title should again be created.

This is probably related to following issue, because both has worked and stopped working at the same time.
