[question] Whether to provide yaml for istiod?

Please provide an in-depth description of the question you have:
kmesh is using istiod as a control plane at this stage. But the installation instructions we provide are to install istiod via istioctl, which will additionally pull up other pods such as ztunnel, istio-cni, etc. Do we provide a yaml for istiod that installs only istiod.
What do you think about this question?:
I think we should provide this configuration to avoid deploying redundant pod.
